Yesterday January 21, 2016, San Angelo Police made several arrests during an investigation to recover stolen body armor. The charges included Possession of a Controlled Substance and Possession of a Prohibited Weapon.

On Wednesday January 20, 2016, San Angelo Police took a report for a Burglary of a Motor Vehicle at Target. The victim reported he is in the military and had body armor stolen from his vehicle. Through investigation, 32 year old Jeffrey Munoz was developed as a suspect in the Burglary.

Through a joint investigation involving members of the San Angelo Police Department's Criminal Investigation Division, Narcotics Division, Special Operations Section, Patrol Division, and Lake Patrol Division, Munoz was located in the parking lot of Goodwill, in the 4200 block of College Hills. Munoz had an outstanding Warrant for his arrest and was taken into custody without incident. Munoz was also found to be in possession of methamphetamine. The passenger in the vehicle was identified as 23 year old Kevin Thompson. Thompson had outstanding city Warrants and was taken into custody. Thompson was also found to be in possession of methamphetamine. It was also learned both Munoz and Thompson had committed a theft while inside Goodwill.

During the investigation, it was learned the stolen body armor was located inside a residence in the 1800 block of S Hill Street. Detectives and Officers went to this residence and made contact with 50 year old Frank Mayo. Detectives were able to get consent to search the residence and the stolen body armor was located and recovered.

Also during the course of the investigation, a short barrel shotgun was located and was linked back to Mayo. Mayo was arrested for the shotgun.

Mayo, Munoz, and Thompson were all transported to the Tom Green County Jail. Mayo was charged with Possession of a Prohibited Weapon. Munoz was charged with a County Warrant for theft, Class C Misdemeanor Theft, and Possession of a Controlled Substance Penalty Group 1 less than 1 Gram. Thompson was charged with City Warrants, Class C Misdemeanor Theft and Possession of a Controlled Substance Penalty Group 1 less than 1 Gram.

Detective Matthew Hawthorne is the lead investigator for this case. Further charges may be forthcoming pending further investigation.

Around 6:21 a.m. this morning, Police were dispatched to the 4100 block of Arden Road for the report of a major motor vehicle crash with injuries.

Upon arrival, Officers located a collision between a black 2008 Dodge Ram 1500 pickup truck and an 18-wheeler. The driver of the pickup, a 24-year-old San Angelo man, was transported to Shannon Medical Center by ambulance for treatment of incapacitating injuries. His current condition is unknown. The driver of the 18-wheeler, a 28-year-old resident of Piedras Negras, Mexico, sustained minor injuries and was evaluated at the scene by San Angelo Fire Department Medics.

During the crash investigation, it was learned the pickup was traveling westbound on Arden Road above the posted speed limit when it noticed the 18-wheeler in the roadway, attempting to back into a vacant lot. Evidence at the scene shows the pickup's driver applied the brakes approximately 239 feet before it crashed into the cab of the 18-wheeler. The force of the collision caused extensive damage to both vehicles. Both drivers were wearing seatbelts.

Crash Investigators list the pickup's speed as the contributing factor to this crash.

The 18-wheeler, registered to Express Navarrete Trucking out of Eagle Pass, Texas, was delivering a payload of bricks to a nearby brickyard.

San Angelo Police issued a Nixle Alert for morning commuters to avoid the area. Traffic was diverted from the scene for nearly two and a half hours. San Angelo Fire Department, Tom Green County Sheriff and DPS units assisted at the scene.

Citations may be issued pending the outcome of this crash investigation.

A pedestrian involved in an early morning crash on N US 67 has succumbed to injuries sustained in the crash.

At 6:40 am, San Angelo Police responded to a crash in the 4200 block of N US 67 involving a white 2013 Ford F-250 and a pedestrian. Officer Ed Hunger with the Traffic Division investigated the crash.

Through the investigation, it was learned the white Ford was operated by 69 year old Lloyd Beesley who was traveling from San Angelo to Miles. The pedestrian, 57 year old Michael Earl Pullin, was walking in the center of the outside lane in the same direction. According to Beesley, he did not see Pullin until he was close to him. Beesley was unable to avoid colliding with Pullin. Beesley stated it appeared Pullin was attempting to hitchhike.

Pullin was transported to Shannon Medical Center for treatment of unknown injuries. While at Shannon, it was determined Pullin had serious internal injuries. Pullin succumbed to his injuries at 9:04 am. Pullin was pronounced deceased by Justice of the Peace J.P. McGuire.

As a result of the investigation, it was determined Pullin failed to yield the right of way to the vehicle. No citations were issued. The investigation is still ongoing at this time.

In November, the San Angelo Police Department teamed up with other Texas law enforcement agencies to form the ?Beard Patrol?, raising money and awareness for the Testicular Cancer Foundation (TCF) located in Austin, Texas.

SAPD Officers and civilian employees who participated in ?No Shave November? by contributing $25 per pay period directly to the TCF website were permitted to grow facial hair. Female Officers participated by making a donation and local citizens were also invited to join in.

The fundraising campaign was well received and by mid-November, Police Chief Tim Vasquez decided to extend the campaign through December and the ?growing? of facial hair continued? but that wasn?t the only thing that grew. At the close of the campaign, over 55 employees and local anonymous donors contributed $3,600 helping the 2015 Beard Patrol collectively raise $9,218.

The mission of the TCF is to provide education and support to men diagnosed with testicular cancer, provide support to families of testicular cancer patients, and to share its resources with the medical and healthcare communities, schools, and various young men's groups. Testicular cancer is the most common cancer in males ages 15-35 and is 99% treatable if diagnosed in stage one.

Two years ago the TCF partnered with the Travis County Sheriff's Office in a November Beard Patrol challenge where, for a $25 donation, the Deputies were allowed to grow goatees and beards to raise awareness and support the TCF. Last year, the Austin Police Department also participated. This year the TCF reached out to other Police Departments and Sheriff's Departments around the state to participate.

At approximately 5:00 p.m. on Wednesday, January 13, 2016, San Angelo Police Department Traffic Investigators took possession of a possible suspect vehicle that may have been involved in Tuesday morning's hit and run involving a pedestrian.

The vehicle was located at a residence in San Angelo and transported to one of the Department's evidence holding areas. Specific details are not being released at this time as the driver of the vehicle has not been contacted and the investigation is ongoing.

Investigators began searching for the suspect vehicle Tuesday morning after the driver of a red SUV struck a pedestrian who was crossing the street at Gunter and W Avenue Q streets. The pedestrian victim, 75-year-old Frederick Alley, is reported to be in stable condition.
