Last night, Tuesday February 2, 2016 at approximately 10:30 pm, San Angelo Police were dispatched to the 2600 block of Lindenwood Dr for a shots fired call. The caller stated they had heard one gunshot in the area. While responding to investigate the shots fired call, a second call came in stating a family had been held a gunpoint in their home.

Officers made contact with 25 year old Chelsea Middaugh and 24 year old Krysta Bowie at Middaugh's residence. Middaugh and Bowie reported they were in a bedroom watching TV when several males wearing dark clothing and masks entered the bedroom and pointed guns at them. The male subjects stole several items from the residence while holding the victims at gun point.

After the male subjects left, Middaugh called her husband, 28 year old Jamie Vivian, who was at work. Vivian left work to go home and saw several males in dark clothing near Parkview and Lindenwood Dr. Vivian confronted the male subjects. During the confrontation one of the male subjects pointed a gun at Vivian and fired at him. Vivian was not injured and the male subjects ran away.

Additional Officers arrived in the area and set up a perimeter and searched for the suspects. One of the suspects was located near Sunset Drive and Knickerbocker Rd. While Officers attempted to take him into custody the suspect actively resisted arrest. Officers were able to get control of the suspect and place him under arrest. The suspect was identified as a 14 year old male. During a search of the juvenile, property stolen during the home invasion was located on his person. Marijuana and drug paraphernalia were also located in the area where the juvenile was taken into custody.

The juvenile was transported to the Tom Green County Juvenile Justice Center where he was charged with Burglary with Intent to Commit a Felony, Evading Arrest, Resisting Arrest, and Possession of Marijuana.

The ReportIt service is a part of LeadsOnline, the online system that works with police across the country to track and recover stolen property. The San Angelo Police Department uses LeadsOnline to help track and recover stolen property ? everything from jewelry to sporting equipment to electronics, computers, cameras, and other items such as designer clothing, collectibles, and other items with invaluable personal worth. The system allows detectives to search for the items using a variety of parameters, including item descriptions and serial numbers. When an item is sold to a pawn or secondhand shop, the product information is entered in the LeadsOnline database and is immediately viewable by participating law enforcement agencies across the country.

The San Angelo Police Department has used LeadsOnline since 2004 and has reported many successes using the online investigations system. Using LeadsOnline, SAPD Pawn Shop Unit Investigators have recovered on average $100,000 dollars per year in stolen property for San Angelo and surrounding residents. Recently, the LeadsOnline system helped Investigators recover a $15,000 show saddle that was stolen from a trailer located at the Foster Communications Coliseum during a recent horse show.

Other recovered items have included valuable jewelry, camera, construction equipment, iPods, tools, computers and GPS units. With information provided by LeadsOnline, police track down thieves, develop leads in numerous cases and make arrests.

Citizens can store serial numbers, item descriptions, pictures, and scans of receipts so items may be more easily identified in the event of theft. The investigation into the Aggravated Robbery at Stripes, 1821 N Bryant, on January 27, 2016 at 4:20 am has led to two more arrests.

Investigators identified a 16 year old juvenile male and 23 year old Magdaleno Suniga Jr as suspects in the Robbery. A Juvenile Pick Up Order was issued for Aggravated Robbery for the juvenile male and an arrest warrant for Aggravated Robbery was issued for Suniga Jr.

On Friday January 29, 2016 at 11:37 am, San Angelo Police arrested the 16 year old juvenile male on the Juvenile Pick up Order for Aggravated Robbery during a traffic stop at Cottonwood and Shiloh. The juvenile was transported to JJC.

Later in the day at approximately 4:15 pm, Police arrested 23 year old Magdaleno Suniga Jr at his residence in the unit block of East Avenue J. Suniga was transported to the Tom Green County Jail and was charged with Aggravated Robbery.

The investigation is still ongoing. There is no further information for release at this time.

On January 25, 2016, the Texas Police Chiefs Association Foundation notified the San Angelo Police Department regarding their achievement in obtaining second ?Re-Recognition Status? for their compliance with the Texas Law Enforcement Agency Best Practices Recognition Program.

The Law Enforcement Recognition Program is a voluntary process where police agencies in Texas prove their compliance with 164 Texas Law Enforcement Best Practices. These Best Practices were developed by Texas Law Enforcement professionals to assist agencies in the efficient and effective delivery of service, the reduction of risk and the protection of individual's rights. Agencies undergo stringent reassessment every four years to maintain their status.

While similar in nature to the national accreditation program, the Best Practices Recognition Program is easier to administer, lower in cost and is designed specifically for Texas Law Enforcement. The Texas Legislature demands a great deal of professional law enforcement in Texas and the Best Practices were specifically designed to aid Texas agencies in meeting those demands and providing the best quality of service to the people of our State.

Since its inception in 2006, over 50 Texas Law Enforcement Agencies have been recognized and many more are currently in the process to become Recognized Agencies. While members of the Texas Police Chiefs Association recognizes and supports the national accreditation program, The Texas Best Practices Recognition Program has clearly become the Gold Standard for Texas Law Enforcement.

The Department was the fourth Texas police department to earn recognition status since the program's inception, earning recognition status first in 2008 and Re-Recognition Status in 2012.

The Department will be formally recognized for its Re-Recognition Status during the 2016 TPCA Annual Conference Awards & Recognition Luncheon slated for March 23, 2016 in Austin, Texas.

Yesterday, January 27, 2016 at 4:20 pm, San Angelo Police arrested 17 year old Guadalupe Olvera for Aggravated Robbery stemming from the Robbery investigation at Stripes, 1821 N Bryant.

During the investigation, Olvera was developed as a suspect and a warrant was obtained for his arrest. Olvera was located during a traffic stop at West Avenue D and South Abe Street at 4:20 pm. Olvera had been observed as a passenger in the vehicle prior to the stop.

The investigation is still ongoing. More information will be released when it becomes available. There is no other information for release at this time.
