Press Release: On January 18, 2024, San Angelo Police were dispatched to a residence in the 2000 block of Vaughn Street for the report of an unconscious child.
When officers arrived, they located the unresponsive three-year-old male and administered life-saving measures while transporting the
child to Shannon Medical Center for treatment. The male child was not able to be revived and later was pronounced deceased.
Detectives with the Department's Crimes Against Children Unit responded and learned the child subjected to neglect and failure to provide adequate care and nourishment to the child.
The elements to the listed offenses were met during the course of the San Angelo Police Department investigation therefore they will be
charged with the listed offenses:
Mark Anthony Nieves (32 y.o.a)
-First Degree Felony Injury to a Child by Omission with Serious Bodily Injury
-Third Degree Felony Injury to a Child with Bodily Injury
-Third Degree Felony Assault on a Pregnant Person
-State Jail Felony Endangering a Child x2
Syhtel Lee Limuel (29 y.o.a)
- First Degree Felony Injury to a Child- Serious Bodily Injury
-First Degree Aggravated Kidnapping
-State Jail Felony Endangering a Child x2
On 04/24/2024, Nieves and Limuel were arrested for the above charges by Abilene Police Department.

On January 30, 2024, the San Angelo Police Department received the “Accredited Law Enforcement Agency” award from the Texas Police Chiefs Association Law Enforcement Accreditation Program. Begun in 2006, the Accreditation Program
evaluates a Police Department’s compliance with over 170 Best Practices for Texas Law Enforcement. Texas Law Enforcement professionals carefully developed these Best Practices to assist agencies in the efficient and effective delivery of service and the protection of individual rights. These Best Practices cover all law enforcement operations, including using force, protecting citizen rights, vehicle pursuits, property, evidence management, and patrol and investigative operations.
The Texas Police Chiefs Association Law Enforcement Accreditation Program initially accredited the San Angelo Police Department in 2008. Police agencies accredited by the TPCA must undergo an onsite inspection every 4th year, making the
fourth successful onsite inspection by the San Angelo Police Department. Texas has approximately 2,800 Law Enforcementagencies. Only 210 of them are accredited in this program.
This voluntary process required the San Angelo Police Department to conduct a critical self-review of the agency’s policies, procedures, facilities, and operations. Beginning in May of 2007, the department began the lengthy process of becoming an
“Accredited” Law Enforcement Agency” by preparing proofs of compliance for each Texas Law Enforcement Best Practices. An outside audit and review were requested upon completion of the internal review. This final on-site review took place in 2008. The on-site review is conducted by trained Police Chiefs from other areas of our state. The result of this review was then sent to the Texas Police Chiefs Association’s Accreditation Committee for final analysis and decision to award “Accredited” status.
On January 25th, 2008, the department was notified that it had been awarded the coveted “Accredited Law Enforcement Agency” award. The San Angelo Police Department became the fourth agency in the state to be so accredited. The San
Angelo Police Department has always considered itself one of the best in the state. This process provided for an independent review of the department’s operations. It should assure the citizens of San Angelo that its Police Department is conforming to the current state of the art in law enforcement.

The San Angelo Police department learned that a wanted subject (Hector Lopez) was possibly located at a residence near Vanderventer and S. Van Buren. Multiple Officers/agencies converged on the area and confirmed that Hector was inside of
the residence.
SAPD’s SWAT and Crisis Negotiation Team (CNT) arrived on scene and attempted to make contact with Hector inside of the residence. After multiple unsuccessful contact attempts, SAPD’s SWAT team entered into the residence and took Hector into
custody. Hector was then transported to the Tom Green County Jail for his multiple felony warrants for Aggravated Kidnapping, Stalking, and an *MTR* for Possession of Child Pornography. No civilians or officers were injured during the course of this incident.
SAPD’s SWAT team, Crisis Negotiation Team, Drone team, K9 Division, Criminal Investigations Division, and Patrol Division assisted with this incident.
The SAPD would like to thank the Tom Green County Sheriff’s Office, the Texas Department of Public Safety, and ASU Police for assisting us during this incident.
On an annual basis, the SAPD encourages their employees to nominate their fellow officers for meritorious awards. These nominations are first submitted to the nominated officer’s chain of command for review. Upon being reviewed by the officer’s chain of command, the nominations are then submitted to the “Meritorious Review Board” who then determines if Officer’s actions meet the criteria for a meritorious award. The “Meritorious Review Board” then makes their recommendation to the Chief of Police who would then ultimately determine if the Officer receives a meritorious award.
The SAPD would like to acknowledge the heroism and extraordinary acts of bravery that were displayed by these officers for the 2023 year.
Officers M. Calvert, D. Crowder, and M. Morris were awarded lifesaving awards for their heroic actions in lifting a vehicle that a citizen was trapped under. These officers quick reaction of freeing the victim from being trapped under the vehicle ultimately saved his life.
Officer Delacruz was awarded the lifesaving award for disregarding his personal safety and rendering aid to a citizen for a large swarm of bees attacking them. Medical personnel agreed that Officer Delacruz’s decisive action saved the victims life.
Lieutenant Scott, Lieutenant Thomason, Sergeant Gesch, Officer Herrington, and Officer Mitchell, received the Police Commendation Bar for the challenging project of constructing a SIMMS house for the San Angelo Police Department from the ground up. The SIMMS house is a non-ballistic shoot house which allows walls to be moved to create a variety of training environment which officers can utilize to improve their skills. The craftsmanship and dedication demonstrated by these individuals provided are a direct reflection of what SAPD strives for.

San Angelo Police Department
It is with great sadness we announce the death of San Angelo Police K9 Duke. K9 Duke started his career with the SAPD in 2013 where he served the department for 7 years and 10 months. K9 Duke was enjoying retirement under the care of his previous handler and partner Officer Frank Flores.
Officer Flores, the Flores family, and the San Angelo Police Department are deeply saddened at the loss of such a well-loved and devoted member of our police family. K9 Duke was a hard-working partner who selflessly served the citizens of the City of San Angelo and Tom Green County. He was responsible for locating large quantities of illegal narcotics and numerous articles of evidence/contraband during his career and he will be greatly missed.
Please join us as we honor the life and loyal service of SAPD K9 Duke.
