The City of San Angelo is seeking applicants for the April 23, 2016 Entrance Examination for Rookie Police Officer.

Applications must be received by 5:00 p.m. on Friday, April 15, 2016 in the City's Human Resources Department located at 1 City Hall Plaza, San Angelo, TX 76903. The April 23 exam will be held at the McNease Convention Center, 501 Rio Concho Drive. San Angelo Texas, 76903. Registration is from 8:30-9:00 a.m. Applicants must present their Driver's License and Social Security Card at registration.

Study material for the peace officer civil service entrance exam can be checked out from the Police Department's Community Services Division at 505 S. Chadbourne once an application to take the exam is filed with Human Resources. There is no charge for checking out the material.

Applicants traveling 90 miles or more will be allowed to take the physical agility test following the written exam. All local applicants will complete the physical agility test the following Saturday, April 30, 2016. The time and location will be determined after completion of the written exam. A teen driver who was involved in the February 17 fatality crash on Arden Road has been charged in connection to the death of 28-year-old Adrian Hernandez.

The driver, a 15-year-old male juvenile from San Angelo, was arrested and booked into the Tom Green County Juvenile Justice Center Wednesday.

In the days following the deadly crash, Investigators with the San Angelo Police Department's Traffic Section, Criminal Investigations Division, and Crime Scene Investigations Section conducted a comprehensive investigation and obtained evidence to support the charge.

Hernandez was attempting to enter onto Arden Road from Oxford Street when the teen driver's 1992 Dodge Diesel Pickup struck his vehicle. Hernandez was extricated from his 1998 Honda Accord and transported to Shannon Medical Center but later succumbed to his injuries. Investigators later determined the truck to be traveling approximately 25 miles over the posted speed limit just prior to the crash.

CID Detective Kelly LaJoie and Traffic Investigator Ed Hunger were the lead investigators on this case. The driver's name is not releasable due to his juvenile status.

Yesterday, March 3, 2016 at 11:35 am, San Angelo Police were dispatched to the 2400 block of Sherwood Way for a subject with a gun. Officers arrived and met with the victim. The suspect had already left the area and was unable to be located at that time.

The victim reported he had seen the suspect trying to open car doors and confronted the suspect. The suspect pulled out a handgun and pointed it at the victim prior to running away. When Officers reviewed some surveillance video that caught this incident on camera it was seen that the suspect had actually fired the handgun in the direction of the victim.

The surveillance video was turned over to SAPD's Crime Analysts who were able to identify the suspect as 18 year old Kurt Sword. While conducting follow-up on the investigation, Sgt Doug Thomas and Detective Lynn Dye went to Stripes at 901 Glenna after it was learned Sword frequents the store. Sword was located in a car parked at the store and was taken into custody without incident. A handgun matching the description of the one used earlier was located in Sword's possession.

Sword was transported to the Police Department to be interviewed by the lead investigator for this case, Detective Adrian Castro. Following the interview, Sword was transported to the Tom Green County Jail where he was booked for Aggravated Assault and a warrant for Fail to Identify.

At 7:30 am this morning, San Angelo Police were notified of a crash at the intersection of Grand Canal and S Hwy 277. A green 2011 Chevrolet pickup, operated by 31 year old Boyd Brotherton, was south bound on S Hwy 277. A gray 2008 Chevrolet pickup, operated by 18 year old Jonathan Taylor was eastbound on Grand Canal. Taylor left the stop sign on Grand Canal to cross the intersection and collided with Brotherton.

Taylor's vehicle came to rest on its passenger side on the north bound side of S Hwy 277. Members of the San Angelo Fire Department had to extract Taylor from the vehicle. Taylor sustained incapacitating injuries and was transported to Shannon Medical Center for treatment. Brotherton was transported to Shannon Medical Center, as well, with non-incapacitating injuries. Both drivers were wearing their seatbelts at the time of the crash.

Officer M Gesch and Sgt T Dornhecker with the Traffic Division investigated the crash. It was determined through the investigation Taylor failed to yield the right of way to Brotherton prior to the crash.

Brotherton was treated for his injuries and was released from Shannon. Taylor's injuries included broken bones, a head injury, and other internal injuries. Taylor was admitted into the hospital and was in critical condition. There is no further update on his condition at this time.

A 28-year-old San Angelo man is recovering from emergency surgery after a train struck him late Saturday night.

Just before 2:00 a.m. Sunday morning, San Angelo Police were dispatched to the Angelo Place Apartment complex located at 1426 Western Court for the report of an unknown problem. Upon arrival, Officers were flagged down by a subject who said he discovered a badly injured man lying on the railroad tracks nearby.

Officers went to the tracks and located a male victim, later identified as Vincinte Hernandez, suffering from severe injuries he sustained from a suspected collision with a train. San Angelo Fire Department Medics responded and transported Hernandez to Shannon Medical Center where he reportedly underwent emergency surgery. Hernandez remains hospitalized and he is said to be in stable condition.

Investigators with the San Angelo Police Department's Traffic Section, Criminal Investigations Division, and Crime Scene Investigations Section responded to the scene along with an official from the Texas Pacifico Transportation LTD. Subsequent to their investigation, it was learned Hernandez was believed to have been on or near the railroad tracks consuming alcohol prior to the collision and may have been asleep on the tracks when the train struck him. Texas Pacifico officials confirmed two trains traveled through the area where Hernandez was located around 11:30 p.m. Evidence of alcohol consumption was recovered from the area near the tracks. The train that collided with Hernandez was stopped northeast of San Angelo's city limits and the train's Conductor cooperated fully with investigators.

A small group of people who heard Hernandez's cries for help after leaving a party at the apartment complex is credited for saving Hernandez's life. Members of the group initially thought the cries for help was a prank until one of the group's members went to investigate.

The San Angelo Police Department wants to remind citizens that pedestrians who walk or loiter around railroad tracks are trespassing on private property and could be fined, arrested, seriously injured or killed. According to Federal Railroad Administration statistics, 892 pedestrian rail trespass casualties (fatalities + injuries) occurred in 2014. Texas is ranked number two in the nation with 42 deaths and 39 injuries [2014].
