Press Release #050114(01)-Update to Missing Endangered Juvenile Daniel Perez, Police Confirm Identit

The San Angelo Police Department's Criminal Investigations Division is confirming that the body retrieved this morning from the Concho River is 15-year-old Daniel Perez.

 

At approximately 6:57 a.m., a person jogging on the pathway on the north side of the Concho River called 911 to report they observed what they believed to be a body floating in the river. 

 

The first officer on scene arrived at approximately 6:59 a.m. and located a deceased subject in the water, about three to four feet off the north bank of the river, just east of the Irving Street Low Water Crossing. 

 

Police quarantined the surrounding area and closed traffic to the Chadbourne and Irving Street Bridges for several hours while investigators processed the area.  After removing the body from the river, detectives confirmed the deceased to be Perez. 

 

Perez was transported to Lubbock, Texas for autopsy.  At this time, police do not suspect foul play. 

 

Perez was the was the subject of a Missing Endangered Juvenile Alert that was issued on April 29, 2014, after police received information that Perez was last seen alive and in the water near the Irving Street Bridge on April 28.  Perez was considered endangered because it was reported that he was under the influence of an intoxicant at the time he went into the water.  

 

This is an ongoing investigation and more information will be released when it becomes available.

Press Release #043014(16)-Update to Missing Endangered Juvenile Daniel Perez

The San Angelo Police Department has continued to search for 15-year-old Daniel Perez who was reported missing yesterday.  Yesterday, police conducted a ground and water search near the Irving Street Bridge where Daniel was last seen.   The search continued until daylight expired and resumed this morning.  In addition to San Angelo Police Department Lake Patrol officers, officers from the Texas Game Wardens also assisted with an additional watercraft search of an expanded area along the river.  At the time of this release, police have not located Daniel or any evidence from the ground or water search.

 

Detectives with the San Angelo Police Department's Criminal Investigation Division have conducted interviews with Daniel's acquaintances, family members and school's faculty members. 

 

Daniel was the subject of a Missing Endangered Juvenile Alert that was issued yesterday evening.  Daniel was last seen on April 28 at approximately 5:30 p.m.  To view the original alert visit: https://local.nixle.com/alert/5189029/

After 20 years and 2 months of service the Crime Scene Investigation Section of the San Angelo Police Department will be losing their Supervisor Rosalind Payne. The following is a list of Ms. Payne's history while serving the San Angelo Police Department of which she did at a highest level of professionalism:

Master Police Officer 3 and K-9 Handler Howard Miller will be retiring after 32 years and 3 months on the job. Officer Miller was hired on September 16, 1980 as a Police Department Dispatcher.

 

He then became a Police Officer on October 1, 1981 and then promoted to Master Police Officer on October 16, 1987. Officer Miller was then re-assigned to the K-9 Division in September of 1994 where he remained the remainder of his career.

 

Officer Miller had a total of 2,339 hours of TCOLE (Texas Commission of Law Enforcement) training while with the San Angelo Police Department.

 

Officer Miller opted out of retirement ceremony proceedings.

Press Release #042814(14)-Man Jailed after Weekend Aggravated Robbery

San Angelo Police Detectives have arrested 36-year-old Bolivar D. Newkirk charging him with Aggravated Robbery.  He is accused of robbing a local motel employee on Saturday, April 26, at approximately 2:00 p.m.

 

Police believe Newkirk is the man who entered a laundry room located at the Econo Lodge, 415 W. Beauregard and threatened an employee at gunpoint while demanding cash.  Newkirk ran from the laundry room to a nearby vehicle driven by another man.  The two fled the area before police arrived.  The victim was not injured during the robbery.

 

Witnesses at the scene told police they observed the suspect, described as a one-armed white male with a thick build, get into a silver-colored Mazda Tribute driven by another white male.  Police also obtained surveillance video, which corroborated the witnesses? accounts.  Although police searched the surrounding area, they were unable to locate the perpetrators or vehicle.

 

Newkirk was apprehended several hours after the robbery during an unrelated incident.  At approximately 5:45 p.m., police were dispatched to 1922 Pulliam St. to investigate a fight in progress where it was reported that two men were actively fighting outside the Mar Jan Apartment complex.

 

Upon arrival, SAPD Patrol Officer J. Jones searched the immediate area and located two men in a nearby alley who claimed to be witnesses to the fight. Officer Jones recognized one of the men matched the description of the Aggravated Robbery suspect from the Econo Lodge.  Officer Jones detained and identified the man as Bolivar Newkirk (DOB 10-24-77).  Assisting officers searched the immediate area in an attempt to locate the assault victim who reportedly ran away after the assault.  Although a victim was never located, SAPD Officers A. Dietz and C. Flores noticed a silver-colored Mazda Tribute that matched the getaway vehicle used in the robbery.  The 2003 Mazda Tribute was occupied by a male subject who matched the description of the driver from the robbery.  The man was identified but his name is not being released at this time pending further investigation.

 

SAPD Detective Ali Shah was requested to the scene for a follow-up investigation into the robbery.  During the interview with Newkirk, Newkirk requested medical attention and was transported to Shannon Medical Center by ambulance for treatment of an undisclosed ailment.  Upon his release from medical care, Newkirk was arrested and transported to the Tom Green County Jail.

 

Further investigation into the fight call showed Newkirk was a witness to an assault that occurred between two males.  The victim of the assault, who remains unidentified, has not come forward to police.

 

San Angelo Police Department Crime Scene Investigations processed both locations for evidence.  The gun used in the robbery has not been located.
