On Monday April 20, 2015 at approximately 11:22 pm, Police were dispatched to the area of E 17th Street and N Poe Street for a suspicious subject.
Officers located a male subject, Fermin Rayos DOB 2-17-77, matching the description given from the complainant walking south on N Pope Street from E 17th Street. When Officers attempted to make contact with Rayos, it was noticed that he had a knife in his hands. Rayos then advanced toward the Officers while swinging the knife and yelling at the Officers to kill him. The Officers backed their patrol units up in order to put a safe distance between themselves and Rayos. With Rayos? agitated state and him already swinging the knife around, it would have been unsafe for Officers to exit their patrol units at this time.
A perimeter was established and Officers continued to follow Rayos in their patrol units and attempted to make contact with him. Attempts to talk with Rayos were unsuccessful. Rayos continued to walk away from the Officers after being told several times to stop.
As it was not safe for Officers to get out of their patrol units to approach Rayos and Rayos walking in a residential area, a taser was deployed on Rayos from a patrol unit. The taser was effective and incapacitated Rayos. Officers were able to safely approach Rayos and take him into custody.
Rayos was transported to the Tom Green County Jail where he was charged with Aggravated Assault on a Public Servant, Evading Arrest or Detention on Foot, and a Parole Violation Warrant.
