Area Law Enforcement Rally to Apprehend Louisiana Murder Suspects in San Angelo

September 28, 2017 — Two Louisiana fugitives wanted in connection with the brutal murder of an 82-year-old Louisiana woman were apprehended in San Angelo early this morning. 

Just before 2:00 a.m., Officials with DPS Texas Rangers contacted San Angelo Police about the two murder suspects, who were believed to be enroute to San Angelo driving a stolen gold-colored 2005 Honda Accord that belonged to the murder victim. 

A short time later, members of the Department’s Patrol Division and K-9 Unit met with members of the Tom Green County Sheriff’s Department, Texas Rangers, and U.S. Marshals Service in an effort to apprehend Roy Jemane Narcisse, 25, of Alexandria, and Kiana Deraneka Williams, 25, of Ville Platte, Louisiana.    

The apprehension team located the vehicle, which was occupied by Narcisse and Williams, in the parking lot of the Quality Inn, 4613 S. Jackson Street.  Narcisse was treated at the scene by San Angelo Fire Department Medics for minor cuts to his arms, which he received during his extraction from the vehicle.  The pair was booked into the Tom Green County Jail for their respective warrants for Fugitive from Justice-Murder. 

The pair is accused in the stabbing death of Kathleen Cates at her residence in Shreveport, Louisiana on September 26, 2017.  Their warrants were issued by the Shreveport Police Department, Louisiana.
